Hello. I've tested this bios on PCSX2 0.9.4 with
DBZ Budokai Tenkaichi 3 and this bios working good.
RAR files are smaller than common bios files.
So, i used rar to facillite share.

Oiya! Why doesn't somebody just post PUBLICLY how to make this work rather than requesting emails or whining? Okay, when I've finished downloading and made it work I'll post something on how to make the BIOS work.

Okay, so I made it work. First download the torrent (obviously).
Then download PCSX2 0.9.4 installer from http://emulator-zone.com
Install PCSX2 0.9.4
Next you extract the .rar file to the BIOS folder that PCSX2 is installed to
Run PCSX2 TLB (Non VM version)
Go to Config -> Configure
At the bottom right is a drop down box labeled BIOS. Select the BIOS you want to boot.
Click OK.
Now click File -> Run CD/DVD
Select the IMG you want to play and BAM! All done.
