First of all, thanks for downloading. I hope you all love this month
as much as I have.

NOW.. this 98.6 to 99.8 percent problem.

I think I've figured it out. It may be the same reason for the problems last month that Blalock's playlist had as it was seeding.

If you play files while the torrent is still downloading, or even after, some mp3 playback software (I believe WMP could be the worst culprit) will do a DB lookup and attempt to replace IDv2 and v3 tags as well as album artwork. This changes the file sizes just slightly. Multiply that by a few and you end up with the torrent thinking it's incomplete, or re-downloading over and over.

Best solution, download... seed... and COPY the files to another folder after downloading for playback if you wish to continue seeding. Either that or disallow your mp3 software's attempts to connect to the internet OR download artwork/id tags. I still use ancient winamp versions for this any many other bloat-related issues.

So if you see your download stuck at 98-99.9 percent, this may be the reason. Or if it completes to 100 and then seems to jump back to 98 all of a sudden.
