judging by the name and date of the torrent I'm gonna say it's the final release. I must say I love the new ubuntu, although I have to say the "move to workspace x" options are very inconsistant(they change based on if you click the aplication or it's appearance in the window switch, and also if it's minimized, maximised or normal...). If you don't get it turned on by default you have to try the 3d desktop by going to system > preferances > appearance > visual effects. I have a very bad built in graphics card and it runs brilliantly(even in extra mode).

cette version longue (+ 4 Go) est une version complète offline sans connection à internet. La version CD Live (700 Mo) ne peut se faire qu'avec l'aide d'internet .
Ubuntu 7.10 n'est pas une version béta bien au contraire c'est LA VERSION LA PLUS STABLE DANS LINUX !EN PLUS ELLE EST D'UN DESIGN RÉUSSI .

I have downloaded 94% . But after that its displaying IO Error 27 and something like that . And i have more space on my hard disc ..
Whats the next move i can do ????
