This is the update for World of Warcraft from The Burning Crusade to Wrath of the Lich King.
For this update to work you need to have WoW client 3.0.3 as this is not the full update, just what it is needed if you already have all the live files as of 11/11/2008. That is why this update is just 1.9GB instead of the normal 7.9GB from the regular DVD.
After you install this update, the client will re-apply the latest patches from 3.0.1 to 3.0.3, this is totally normal and the same thing happened when TBC was released.
