try this:
Copy the Audio Files from the orignal GTA Vice City and paste it in GTA VC U2 folder and u copy the Mss32.dll into the same folder.Now Copy the text files and TXD files but not the Data folder. IT works on the file with the picture of a lady and a pink background behind it
